The Watchtower society explains this verse as follows: virgins are those who have not profaned themselves with a vicious life. If you read the parallel verses it is clearly to the widow or divorced woman regard as unclean. As second-class citizens.

Yes, it is "figurative", but 144,000 are interpreted literally.
